The goal is not to make every proposal longer. It is to make the important assumptions understandable: what work is included, what is excluded, who supplies materials, how allowances work, when money is due, and what happens when scope changes.
Use missing items as questions
An omitted item does not automatically mean a contractor is hiding something. It means the comparison is incomplete. Ask each bidder the same questions and request written clarification before treating prices as equivalent.
